According to Clause 1, Article 2 of
Decree 83/2018/ND-CP on agricultural
extension, agricultural extension transfers
technical advances and information,
spreads knowledge and training skills
to farmers to improve capacity and
efficiency of agricultural production and
business, environmental protection, and
new rural construction. Specific methods
of technology transfer in agriculture,
including training, coaching, retraining,
demonstration models, information, and
propagation, are detailed in Articles 6, 7
and 8 of this Decree.
Agricultural extension is a training
process that transfers technical advances
and knowledge to farmers. This process
involves helping farmers to improve
agricultural productivity and develop
the ability to guide their development
in the future. The goal of agricultural
extension is to change the way farmers
see their problems. Agricultural extension
is not only concerned with materials and
economic achievements but also with the
development of rural people themselves.
As a result, agricultural extension workers
bring up issues to discuss with rural
people, helping them gain insight into
problems and decide how to overcome
them. Viet Nam’s agricultural extension
system is equipped with a strong team of
extension workers. With nearly 30 years of
development, the agricultural extension

orientation for developing
“community extension” and
“e-extension”. How are these
concepts understood?

agricultural extension system needs to
change to adapt to that requirement. In the
process of the strategy review, the role of
the agricultural extension system was highly
appreciated. However, at present, agricultural
extension for farmers is provided by the state
agricultural extension system and the private
agricultural extension system. To improve the
effectiveness of agricultural extension work
in the coming time, the Strategy also sets
out new orientations, in which it is necessary
to improve the qualifications of agricultural
extension workers, renew the form of training
and technology transfer, and develop the
“community extension” and “E-extension”.
“Community extension” is deployed on
the core force of local agricultural extension
officers, who directly work with people.
The model of community extension will
not increase the staff in local agricultural
extension but being consolidated in the form
of socialization. Community agricultural
extension will effectively connect farmers and
cooperatives with businesses. Community
extension officers differ from agricultural
service consultants; they are technical staff
and agricultural extension officers with
complete skills, knowledge, and ability to
participate in cultural and social activities in
the locality and closeness with farmers. The
