be converted to rice cultivation when necessary. In the 2013 – 2019 period, the whole
country converted about 405,000 ha of inefficient rice cultivation land to aquaculture,
fruit trees, and other crops, plants for animal feed with higher economic efficiency
(especially in the Mekong River Delta region and the Red River Delta region).
Encourage land consolidation: In order to solve and limit the land fragmentation
in production, the Prime Minister requested localities to accelerate the land
consolidation in Decision No. 150/2005/QD-TTG issued on June 20, 2005. The
Government and localities also encouraged and created favorable conditions for land
consolidation, land exchange, and transfer to promote agricultural land concentration
for large-scale production.
Allocate long-term land, regulate land use limit: The Land Law 2013 stipulated
the allocation quotas for agricultural land of a maximum of 3 ha for each type of land
in provinces and centrally-run cities in the southeast region and Mekong River Delta
region, and a maximum of 2 ha for each type of land in other provinces and centrally-
run cities. In fact, most of the land allocated by the State to farmers is lower than this
allocation quota.

In order to expand production, rice farmers must buy or rent land from other
organizations or individuals. However, the land accumulation to expand production
is greatly influenced by the current land policy. According to the Land Law 2013 and
Decree No. 43/2014/ND-CP, each household and individual can receive the transfer
of agricultural land use rights not exceeding 30 ha for land for cultivation of annual
crops, land for aquaculture, and land for salt production, for provinces and centrally-
run cities in the Southeast region and the Mekong River Delta region, not exceeding
20 ha for each type of above land, for remaining provinces and centrally-run cities
(Article 44). Thus, each household in the Southeast region and the Mekong River
Delta region cannot have more than 33 ha of rice land and each household in the Red
