          Recommendations for Lao PDR and Cambodia:

          -   Increase investment in developing proactive irrigation systems to increase rice
             yield and reduce dependence on rainwater.

          -   Promote  the  construction  and  renovate  of  water  reservoirs  to  support  active
             water supply for irrigation systems.
          -   Research and invest in concentrated production areas and attract domestic and
             foreign enterprises to process serving domestic and export markets. Build and
             develop rice cooperatives to link farmers with businesses.
          -   Carefully consider the direction of increasing intensive cultivation areas and
             increasing the number of rice seasons per year. Calculate and consider production
             scenarios that may pose challenges to rice quality, soil quality and environmental
             issues in the long term.

          -   Particularly for Lao PRD:  Pay attention and caution on national food security
             issues and poverty in the context of many external risks and epidemic risks. It is
             necessary to research and develop production plans based on scenarios of water,
             land, and number of seasons per year.

          Recommendations for Viet Nam:
          -   Focus on solutions to raise production scale of rice farmers, apply production
             practices to reduce inputs use amount. Prioritize rice production under certified
             and sustainable standards.
          -   Encourage the development of cooperatives, collective groups.


          -   Build and develop material production areas and link enterprises closely.
          -   Reduce the number of seasons per year (less than 3 crops per year) in large
             production areas to minimize land degradation and improve production efficiency.

          -   Manage and monitor impacts of rice production on environment, prioritize
             production processes of reducing carbon emission.
