What are the new perspectives
on agriculture, farmers and rural
areas compared to the previous
period? Which perspective shows
the harmonious, balanced, and
synchronous development in
agriculture and rural areas in the
coming period?
The Strategy sets out five innovative
perspectives on agriculture, farmers and rural
areas as follows:
- Agriculture, farmers and rural areas
have strategic positions industrialization
and modernization, preserve and promote
the national cultural identity and protect
the ecological environment. Agriculture is
the country’s advantage and sustainable
foundation. The rural areas are significant
economic development areas and cultural
and social foundation. Farmers are essential
workforce and human resource.
- Shifting from agricultural production
to agricultural economic thinking, integrating
cultural, social and environmental values
into products; Responsible agriculture, the
development of ecological agriculture, organic
agriculture, circular agriculture, low carbon
emission agriculture, environment friendly and
climate change adaptation agriculture.
- Building a vibrant rural area with
synchronous and modern infrastructure and
services, preserving and promoting cultural
traditions, and developing a green, clean
environment and beautiful landscapes.
Developing a diversified rural economy, actively

creating rural livelihoods from non-agricultural
activities, and creating formal jobs.
- Rural residents are the main subjects,
centres and beneficiaries of the results of rural
development activities. It is developing the
cooperative economy as a driving force for
household economic cohesion, forming teams
of professional farmers, and taking community
development as the foundation of rural
development.
- Continuing to complete the institution
of the socialist-oriented market economy in
agriculture and rural areas. Strengthening
mobilization of resources for investment and
development of agriculture and rural areas
through public-private partnership, attracting
investment in agriculture and rural areas.
- The views show the harmonious
development of the economy, society and
environment, the balance between the three pillars
of the Tam Nong (agriculture, farmers and rural
areas) and synchronization in terms of institutions,
policies and resources for agricultural and rural
development in the coming period. Among these,
the first viewpoint is the foundation, showing
outstanding characteristics of agriculture, farmers
and rural areas in the future.
