Although the world market has been experiencing many difficulties since the
end of 2019 due to the Covid pandemic and unexpected risks, the rice market is
still a vibrant and quite developed. In the context of climate risks, limited production
resources, the area and production output of rice will be difficult to grow strongly
while the rice demand continues to increase for food security, animal feed and
processing. Especially, with high-value markets, Vietnam, Lao PDR, and Cambodia
have begun to access, but the proportion is not high. Meanwhile, Thailand is a strong
competitor and has penetrated quite well into these markets. Therefore, the potential
of rice export for the countries is still very high.
3. Evaluation of rice related policies of the countries in recent 5 years
3.1. Rice development orientation
3.1.1. Cambodia
Rice is the main crop of Cambodia, in terms of cultivated area, employment,
and value of production. However, rice production is facing a decrease, as cassava
becomes more valuable crop in recent years, due to the post-production value has
been distributed to foreign processors and traders, the value of paddy rice for farmers
in Cambodia is insufficient. Since then, Cambodia has aimed for improving yields and
post-harvest chain, as well as creating value-added for paddy rice. Toward 2030,
Cambodia aims to be a leading exporter of fragrant quality rice in the world, with
trademark and branding for the Cambodian-produced products. The Rice value chain
in Cambodia will also need to be improved at various levels.
