Category of provincial key products
and local specialty products
According to the Decision 1819/2017/QD-TTG
on approving the agriculture restructuring plane
for the period of 2017 - 2020, the selection of key
products at the provincial and local levels was
based on their advantages and market demand
for planning and investment in the same
direction as the national key products but at a
local scale. It also needs policies and solutions
to expand its scale and competitiveness to
supplement the national key products.
The category of local specialties, small in
scale, associated with specific geographical
indications, would be developed together with
the construction of new rural development in
districts and communes according to the “One
Commune One Product” (OCOP) model.
In practice, the provinces have set out criteria
for determining the list of local key products
but have not had systematic indicators for
measuring the criteria. Measurement indicators
mostly are planted area/total production of
livestock, crops/aquaculture outputs, meat
production, crop yield, and the number of
households engaged in production.
In addition, most of the provinces have not yet
defined the standard threshold for selection. The
selections were subjective, based on documents
and policies orienting in the previous period. The
locals collected and measured data according
to the selection criteria as proven results, but
there is no support of solid scientific.
