          and inconsistent among the countries. As a result, some parts in the regional study
          report will not be synchronous when compare between the countries.

          2. Objectives

                 Overall objectives: This study aims to provide an overall picture of the regional
          rice sector, sustainable and better market access for the sector through evidence-
          based policy recommendations; and facilitate sharing experiences and strengthening
          cooperation among countries.

          Specific objectives:

            -   Review the rice value chain of each country, focusing on rice production
               affected by climate change, assess the role and position of small holders in the
               value chain.
            -   Review and assess the needs and potential of domestic and export rice markets
               of countries, especially the potential to participate in high-value markets.

            -   Review and evaluate rice trade policies of countries.
            -   Compare production, processing, market, and policy related to rice sector
               between countries, show similarities and differences in market access in each
               country.
            -   Exchange of market development experience among countries.

            -   Propose policies and sustainable rice market approaches, especially high-value
               markets suitable for each country based on these similarities and differences.

          3. Methodology

            -   Literature review and secondary data collection (implemented in each
               country): Collect reports and data on the rice sector relating to rice production,
               processing, trade, markets, policies, impacts of climate change.
            -   Field surveys of typical regional rice value chains in each country, including
               interviews with households, local authorities, traders, and businesses.
