Within the framework of the regional project "Network for Agriculture and Rural Development Policy Research and Consulting for the Countries of the Mekong Sub-Region" (NARDT) funded by IFAD, the Institute of Policy and Strategy for Development Agriculture and Rural Development organized a Regional Workshop to report preliminary results for the study of innovative models in agriculture and rural development in some countries in the Mekong sub-region.
The workshop aims to share preliminary results after field implementation of the research. The content of the report clarifies the situation of agricultural development in Vietnam and provides a preliminary assessment of the innovation situation of agriculture in Vietnam. Currently, Vietnam's agricultural industry has been focusing on investment and application of new technologies. Promising to become a strong development career trend, bringing great progress to Vietnam's agriculture. Innovative models are one of the prerequisites in agricultural and rural development. Therefore, there is a need for a systematic review of innovation models to have recommendations and manuals for localities across the country.
Dr. Truong Thi Thu Trang, Director of the Center for Agricultural Policy, IPSARD, presented on Vietnam's Agricultural Innovation System
Research and Development (R&D) is an important part of S&T. The basic factors to define R&D activities include: creativity, novelty, the use of scientific methods to create new knowledge.
MARD's agricultural science and technology research system includes research institutes, universities, colleges and enterprises owned by MARD. The Ministry of Agriculture and Rural Development has merged 45 focal points and 3 focal points under the Ministry to reduce administrative procedures, create linkages between member agencies and give autonomy and responsibility to the Director of the Special Rating Institute.
Strengthen coordination between member agencies and the management role, autonomy and self-responsibility of the Special Rating Institute. The Agricultural Innovation System (AIS) is a network of organizations, businesses and individuals focused on bringing new products, new processes and new forms of organization to economic use, along with institutions and policies that affect their behavior and performance
The characteristics of the emerging innovation system are (i) the lack of many factors, (ii) the interaction between enterprises to exploit market opportunities is still weak due to the lack of learning ability, (iii) the interaction between enterprises and enterprises. industry and research institutes are not widespread, (iv) the role of government is unclear, fragmented by many goals and priorities
Enterprises are the pioneers, the driving force promoting close links, playing an important role in shaping technology needs, creating research trends, supporting outputs for research results. commercialization. Researchers can be self-employed individuals or belong to universities, research institutes, science and technology organizations. Vietnam's science and technology institutes, universities and organizations have carried out about 2000 scientific research and technological development results at all levels.
With the view of science and technology development, agriculture is the foundation and key driving force to improve the productivity, quality, efficiency and competitiveness of agriculture, contributing to the modernization of agriculture and rural areas, and ensuring security. food security, social security and raising people's income. agricultural producers and traders
Organizing and consolidating the system of science and technology organizations in the direction of specialization (cultivation, livestock, fisheries, irrigation, forestry) and multi-sectoral (strategy, policy, post-harvest technology).
Enterprises that do not have stable seeds to develop will not know how to get good seeds. Prioritize research, selection, and development of new varieties with high yield, quality, resistance to pests and diseases, and adaptation to climate change for key crops (rice, coffee, pepper, rubber, etc.) vegetables, fruits, corn...) for domestic consumption and export
Links between research institutes, agricultural machine manufacturers and farmers in applying research results to production, helping to reduce product costs. Transfer of research works and products of institutes and universities to enterprises. The role of state management agencies and state policies in promoting relationships with agricultural machinery manufacturers and institutes and schools is very important.
Associate research with practice, further strengthen the transfer of technical advances and commercialization of products, so that scientific research products become more and more effective and practical. Restructuring the agricultural sector towards increasing added value and sustainable development, the Ministry of Agriculture and Rural Development has directed to adjust the structure of public investment in the direction of increasing the proportion of investment capital in direct production sectors. (aquaculture, farming, animal husbandry).
In the field of science and technology, training and market development: MARD gives priority to investment in research institutes, human resource training centers, forming research - training - production clusters to invest in seedlings, infrastructure and human resources for domestic and international market information systems, support for promotion, marketing, market development and technology transfer. Vietnam is actively implementing a project to restructure the agricultural sector, one of the contents of the restructuring is to shift small-scale production to commodity production.
